Contracting guide
How can a veteran-owned business find government contracts in Texas?
Treat Texas state procurement and federal procurement as separate sales channels. For Texas opportunities, review the Comptroller's vendor systems, CMBL, VetHUB eligibility, and state bid opportunities. For federal veteran set-aside opportunities, review SBA VetCert and the federal registration and contracting ecosystem. Certification can improve access to certain opportunities, but it does not replace vendor registration, market research, pricing, past performance, or a clear capability offering.
Texas state contracting
The Texas Comptroller explains that the Centralized Master Bidders List is used by state purchasing entities to identify vendors for solicitations based on the products or services they provide.
For eligible service-disabled veteran-owned businesses, VetHUB can provide an additional state certification and directory presence. The program also points businesses to state purchasing and subcontracting opportunities.
Federal contracting
SBA VetCert supports eligible VOSBs and SDVOSBs pursuing federal contracting opportunities. The federal pathway uses separate registrations, certifications, size standards, and solicitation systems from Texas procurement.
Do not describe a business as certified until the responsible issuing agency has actually approved the certification.
Build a contracting pipeline
Select relevant NAICS or state purchasing categories, register in the systems used by the buyers you target, monitor opportunities, and prepare a capability statement that matches the actual products and services you can deliver.
Track every certification and registration expiration date. An outdated directory profile or expired registration can undermine otherwise strong business-development work.
